Openning developer options will crash if the device doesn't support
oem_unlock module. We added a condition to check that the
oem_unlock_supported property is existing before getting OemLockManager.

This CL removes the temporary developer options that were available to
switch Smart Lock to and from Extend Unlock mode. The Q release will
switch to Extend Unlock permanently, and these options are no longer
needed.

Currently the global opt-in is only available to Game Driver. This change has
added an option to let developers to opt-in all apps to use prerelease driver.
GameDriverEnableForAllAppsPreferenceController is then refactored from
SwitchPreference to ListPreference to support this change.

We don't rely on FooterPreferenceMixinCompat
to create footer preference in dashboard fragment.
Instead, declare a FooterPreference explicitly in
xml of screen.
It makes more sense for our referenceController design.

Add System Properties change callback in
DevelopmentSettingsDashboardFragment, to listen to the changed
and update preference states accordingly.
This will fix the bug that the pref is not updated accordingly
when user modifies the setting from quick-settings.
