a9f7c95f27 Introduce HardwareLayersUpdatesPreferenceCtrl 
- Create new HardwareLayersUpdatesPreferenceController
 - Create controller inside the DashboardFragment
 - Port logic from DevelopmentSettings into the controller
 - Fix a typo in preference naming
