Improve the SD card setup flow so that each formatting option is provided in a separate screen with clear description and illustration.Also make sure that guest users do not have any access to formatting options.

Due to changes in layout of storage wizard base,
2 extra buttons are shown on progress screen while formatting SD card
and also on other screens which have storage wizard base as their super class.
Hence when these buttons were clicked unsupported exception takes place.
Hide these unnecessary next/back buttons from all screen so that user cannot click these.

When adoption isn't possible, we shortcut to try formatting as
external, but that still results in a warning dialog that the user
could cancel away from and then manually pick "internal."

Slower devices can take longer to process kernel events, so try up
to 25 times (~6 seconds) to find the volume after the partitioning
is finished.
Fix bug where we'd finish() while trying to show the format
confirmation dialog, meaning users couldn't format corrupted
non-primary volumes.

When a newly inserted SD card is empty, we'd like to guide the user
towards adopting it. Similarly, if the card contains personal media
like photos, we'd like to guide the user towards using it as portable
storage.
Do this by quickly hunting around on the card for files under various
well-known directories. Special logic to ignore bundled "helper"
apps included from the SD card factory.

Previously the storage setup wizard shows 'internal' header illust before user
selects storage type. The CL turns the initial illust into 'setup' header
illust.

Storage wizard screens now have updated assets from UX, and various
assets are tinted consistently. We're using our own navigation bar
and wholesale replacing the layout from upstream.
Fix text colors in night mode. Tell SystemUI when we're finished
with the wizard flow.

Show a helpful dialog when a volume is unmounted or unmountable, or
when disk is unsupported. Add both missing private volumes and
unsupported disks in the storage list. Dialog to confirm when
forgetting private volume.
Finish volume detail activities when the volume becomes unmounted.
Show used space instead of free space to match string. When init'ing
a volume on non-adoptable disk, just format as public.

Move to using new public accessors on DiskInfo and VolumeInfo.
Persist nickname changes, and remember when user has initialized a

Use frameworks/opt/setupwizard/library/ for consistent behavior and
styling on phones and tablets. Implement every step of wizard flow
and connect them together, even though some steps are currently
non-functional. All strings to match UX spec, with some adjustment.
Wizards inherit from helper base class.
New interstitials before unmounting or formatting private storage
to confirm user knows consequences.
