The TopDevice that we cached will not update device infomation
when route is changed. We should get TopDevice from devices
list every time to confirm the device infomation is updated.

When user is not admin, we should skip the setup and tear down
procedures in AllInOneTetherSettings' lifecycle. Also, the switch for
"Hotspot & tethering" on "Network & internet" should be disabled in such
case.

Align the logic for selecting between the setup and non-setup versions
of the lock screen settings title layout, with the logic used in
ChooseLockGeneric. This means using
WizardManagerHelper.isAnySetupWizard, rather than
WizardManagerHelper.isDeviceProvisioned.
