This CL adds a setting for each VPN
- When no_config_vpn user restriction is applied, user can't change anything in the page
- Launch the subsetting activity in the corresponding user to unlock keystore and force work challenge
- Show dialog when user replace always-on-VPN package
- When forget VPN, unset always-on-vpn

This adds extra spacing needed now that there is a divider between

Currently, we add padlocks to all the timeout options which are
more than the timeout enforced by the admin. Instead of adding
the padlocks to the options, updated the timeout list dialog to
have a disabled by admin message as dialog footer.

- Adds a settings panel allowing users to toggle the
enabled/disabled state of each VrListenerService
component installed.
- If disabled, a VrListenerService will not be bound
from the framework, even when requested by a VR
application.

The layout is changed to preference_iconless_slider so that the speech
rate slider layout is same as the layout of seekbars in android
settings.

The setting to unify work and personal locks is now a toggle,
and therefore always available.
When unifying, if the work lock is sufficient as a device lock
we confirm both locks and set the work lock as the device lock.
If the work lock is not sufficient for the device, the user is
informed and taken to the lock setup flow to set a new unified
lock for both.
Also fix related Strings given UX feedback.
