Both device controls and wallet have moved to new areas outside of the
power menu. In step 1, we are removing the device controls settings,
as the user can now fully control availability within the new Quick
Settings device controls tile.

Adds a setting which allows the user to enable invoking the Assist app via long pressing the power button. The availability of setting is controlled by config_longPressOnPowerForAssistantSettingAvailable configuration value.

This CL adds a new Preference in Gestures (Power Menu), moves Global
Actions to it (now renamed Cards & passes) and adds a new Preference for
