86d52c936e Prevent settings from being announced on wifi dialog. 
Since no label was shown, when the wifi dialog was popped up from
within setup wizard, talkback would announce the apk name, settings.
Add an empty label so that the wifi dialog/access point name would
be announced instead only.

2f1c11314b Add screen for turning TalkBack on and off and remove intent to launch TB 
tutorial from SUW. Also fix how Fragments are displayed (Fragment Views
were being inflated incorrectly causing bugs like the one where TB would
still see the hub elements on child screens) and  remove ripple from 
non-selectable text.

38130b2078 Change a tap & hold to touch & hold. 
There were ux concerns with tap and hold being unclear compared to touch
and hold. One instance of this was forgotten from an earlier checkin.

b5545c8395 Allow system apps to be disabled 
If it is a single-user device, keep earlier behavior
of disabling and offering to downgrade the system app. If there
are other users, then only disable the app.

900adce6ca Update the timeout list dialog in display and security settings. 
Currently, we add padlocks to all the timeout options which are
more than the timeout enforced by the admin. Instead of adding
the padlocks to the options, updated the timeout list dialog to
have a disabled by admin message as dialog footer.

When there's just one locale, showing the "Remove" menu and the
drag handle is confusing to the user since nothing can happen if
they try to use them: the drag simply won't happen, and if they
go through the delete process, we give them an error.

9425839379 Fix SummaryLoader lifecycle second and for all 
Mostly hypothetical fix for weird circumstance where listening
lifecycle gets broken.  To fix this, track the current state
of listening in the SummaryLoader and force it into the non-listening
state when released.
