430c16c012 Make some existing slices public. 
Only PreferenceControllers with isPublicSlice() set to true are exposed
to other apps. Others will be Settings only.

5bf4e1ec4f Add Secure NFC functionality 
Secure NFC will permit NFC acitvity only when screen
is unlocked.
