In ag/1727148 we introduce requesting of network scores into the
WifiTracker, in order to arrange access points based on 'ranking score.'
This permission is required for WifiSettings to be able to request those
scores.

If the keyguard is already secure (i.e. if the backup screen lock is

- In new IA, Other Sound no longer is a separate preference screen, but
individual preferences are put directly under SoundSettings.
- Add controllers for each other sounds preference.
