c6b9c9fa86 Settings: Set preference controller for all VideoPreference widget usages 
Fixes blank VideoPreference for settings with missing media.

Test: manual, open quickly open camera or other affected prefs

83df54b007 Added settings screens for Power Menu 
This CL adds a new Preference in Gestures (Power Menu), moves Global
Actions to it (now renamed Cards & passes) and adds a new Preference for
Device controls.

Missing:
* Explanation video for Device controls
* Privacy settings
