This includes 3 fixes:
Adds missing settings:controller attribute for bold & high-contrast
text preferences.
Separates VibrationSettings into two fragments, one per fragment XML resource.
Instead of using a conditional to choose the XML resource ID,
we now use the conditional to choose which fragment to launch.
This allows both fragment's preference controllers to be inspected
by CodeInspectionTest#runSliceControllerInXmlInspection.
Also updates the preference keys which must be unique per XML in order
to appear in Settings Search.
Adds Magnification preference controllers to exempt-not-in-XML list.
These controllers are for fragments that are not declared in an XML.
See ToggleScreenMagnificationPreferenceFragment
#getPreferenceScreenResId.

The GuestTelephonyPreferenceController is related to conditional toggle appearance. Depends if Telephony is supprted by the device, therefore it is not statically defined in xml.

The feature is enabled via
TelephonyManager.MOBILE_DATA_POLICY_AUTO_DATA_SWITCH. The feature only
applies to non-DDS. If enabled, we automatically switch to the non-DDS for data traffic when it has better availability than the DDS.
The UI change are(as required by b/247880971):
1. data during call is replaced by auto data switch, and moved under
mobile data toggle.
2. Network & internet and Internet page now show the currently active
subscription, instead of the defalut subscription. If the currently
active sub is not the default, it's reflected in summary as
"temporarily".

Devices that launched with Android 10 or later require FBE (File Based
Encryption) from the beginning, so there's no need to support converting
to FBE after the fact anymore. This was only ever a developer option,
so it probably wasn't used much. And in any case, it's not used
anymore, as isConvertibleToFBE() is hard-coded to return false. Besides
the fact that FBE has been required for several releases now, this
functionality was only ever available on devices that use FDE (Full Disk
Encryption), but FDE support has been removed from Android.
Therefore, remove this unused code.

In this change, Storage Settings main UI is composed by 3 fragments.
StorageDashboardFragment only shows when there is only personal profile for
current user.
ProfileSelectStorageFragment (controls preferences above profile tab) and
StorageDashboardNoHeaderFragment (controls preferences below profile tab)
only show when current user has installed work profile.

This is essentially a copy page of ToggleDaltonizerPreferenceFragment.
We extend ToggleFeaturePreferenceFragment to maintain consistency with
other shortcut assignable a11y feature.
UI is a draft
This CL:
1) allows users to enabled/disable RBC with the a11y shortcut (button,
gestures, volume keys), if assigned
2) adds a slider and persist switch to the template
ToggleFeaturePreferenceFragment page (which already contains a feature
switch, shortcut preference, and footer description)
3) enables/disables the intensity slider when RBC is on/off
4) sets placeholders for calling into ColorDisplayService in
controllers and tests
5) follows convention set by other color transformations settings and
places feature under Experimental section in A11y settings page if
transformations can't be efficiently performed by hardware

Added a module licenses option that lives in Legal information settings.
Clicking that option opens module licenses page, which displays every
module by name, filtered to exclude modules without license files.
Clicking a module in the list opens HTMLViewer.
Created ModuleLicensesProvider, a new ContentProvider that serves as a
redirect for the Uris sent to HTMLViewer so that they open asset files.
In order to provide the redirect, the provider will write the license file
to a file in Settings' cache directory when the license does not exist
in the cache or is outdated. The provider then opens that cached file.

This adds a switch which appears on the SIM details page for any SIMs
that aren't the default on for data. It lets the user opt-in to turning
on data on this SIM only in the case where there is an active call -
this is needed because in some cases the default data SIM may not be
able to be used when a call is active on another SIM.
