OP_SYSTEM_EXEMPT_FROM_POWER_RESTRICTIONS details:
* An app with this appop will be made exempt from all
power restrictions, including app standby and doze.
* In addition, the app will be able to start fgs from
the bg, and the user will not be able to stop fgs
run by the app.

keep apps out of confusing states, unrestricting an app whenever it is
put on the power whitelist.

When rotating the device, the Activity of the target
Fragment become null. So NullPointerException occurs.
The dialog should check if the Activity is null
before calling onActivityResult().

When launching the battery whitelist for a particular app, we now
default to the app being asked to enable adding to the whitelist, and
dismissing the dialog will dismiss the entire whitelist UI.
You can now launch the whitelist without specifying an app to just
get the regular UI.
