It's convoluted to enable/disable bugreport storage based on the
"power menu" shortcut, and it's frustrating for dogfooders to have
to manually cycle this setting once to enable the provider.
So move the enable/disable logic directly into the OS, toggle it
when the broader DEVELOPMENT_SETTINGS_ENABLED changes, and update
to match state at device boot.

Update usage of A2dpService API calls that take BluetoothDevice
as an additional argument. If the BluetoothDevice argument is null,
the API applies to the device that is currently the Active A2DP device.
Exempt-From-Owner-Approval: De-facto owner of the relevant changes is
the Bluetooth team.

Add a toggle in developers options to turn on/off connected MAC
randomization for devices that support the feature. This toggle will be
only available on devices that support dynamic MAC address change and
indicated as so in config_wifi_support_connected_mac_randomization.
The toggle changes Settings Global value WIFI_CONNECTED_MAC_RANDOMIZATION_ENABLED, which the Wifi Framework will listen for to start/stop randomizing MAC addresses.

By default, no longer show the crash dialog the first time an app
crashes. Instead, only multiple crashes will show by default.
Add developer setting to control behavior, so app developers can
ensure dialog always shows when a crash happens.

Duty Cycling control is one of the Android-P features. In Android-P the
feature will be controlled via a Developer Options button with no
public API. This CL adds the button and connect it to be read via the
GnssLocationProivder to control the feature. Also Roboelectric test
added.

This commit adds a new toggle to allow loading GPU debug
layers from the base directory of debuggable applications.
It corresponds to changes to GraphicsEnvironment to look for
matching application and layer list, which are then selectively
passed on the native components, like the Vulkan loader.
