Prior to this cl, we checked the app bounds for deciding
app in two pane or not. However, this might be broken in some certain
sceanrios.
Currently, api will check the entire task bounds.
If the width of task bounds is larger than two pane criteria,
then we treat it as in two pane mode.
Test: Highlighted behavior works correct.

Fixes below UI issues
- "No Apps" may not show in fragments of profile tab.
Fix it by using ConstraintLayout to specify alignments
of each view and removing extra padding.
-- "No Apps" may flicker by moving position.
The flicker is from unnecessary visibility changes.
This change integrates empty view visibility
control in LoadingViewController to simplify code
and avoid unnecessary visibility changes.

This cl fixes two kinds of issues.
1) Highlight two different preferences while clicking a search result.
2) Preference only is highlighted one time.
For the first problem, we don't allow to reuse view holder in the
highlight scenario, and then allow it later.
The root cause of second problem is scrolling to target preference
needs x milliseconds. Thus, we should wait a few milliseconds, and
then start to highlight preference.
