longer automatically scheduled an update. This CL adds the missing call

This will force the topology pane to show in the displays list UI, and
make the displays list UI accessible from the connected devices
fragment, regardless of the number of actual devices connected.
Once the display topology pane is using real data, this will still be
useful to not skip the display list UI, which currently can only be
shown when there is more than one external display connected.
To turn off, use:
$ adb shell device_config put display_manager com.android.settings.flags.display_topology_pane_in_display_list false

Settings page to show rotation, resolution,
enable/disable display settings for
external and overlay displays. In case
persist.demo.userrotation.package_name
sysprop is set, then the virtual
display with this will also be shown.
In case there is only one allowed display
available, then this display will be
shown right away. When there are more
than 1 displays available, then the list
of displays will be shown.

Before this CL, bluetooth settings update the battery level of earbuds
when receiving first pair status callback. But sometimes the callback
will not send immediately cause the battery level is inconsistent.
This CL will update the earbuds battery level when onResum() to refresh
battery level immediately.

Distinguish between settings which are permanently unavailable on
the device, and temporarily unavailable. This enables us to restrict
which setting slices are exposed in onSliceGetDescendants.
The primary changes in this CL are renaming:
"DISABLED_UNSUPPORTED" -> "UNSUPPORTED_ON_DEVICE"
to be more clear the the setting will cannot be accessed on the device, and,
adding a new enum to encapsulate settings which are currently unavailable, but
could be enabled in the future.
Also remove UNAVAILABLE_UNKNOWN. Devs should never need this enum.
