Replacing TelephonyManager.getNetworkOperatorName() by
Obtaining carrier name from SubscriptionInfo.getCarrierName().
TelephonyManager.getNetworkOperatorName() only be used when there's no
SubscriptionInfo can be found.

1. Extract the Tabhost to activity level, not fragment level. So
each mobile fragment has a constant subscriptionId

This means that in some cases RestrictedLockUtils has to be used and in
some RestrictedLockUtilsInternal.
This causes a lot of trivial code changes.
I also updated the ordering of the imports in all affected files.

Found mobile_network_settings preference is dependent on toggle_airplane
preference so once Disallow_airplane_mode is turned on, toggle_airplane
preference will be set disabled, and mobile_network_settings preference
is also set disabled because of the dependence. Can fix this bug moving
the dependance and let MobileNetworkPreferenceController listen to
Settings.Global.AIRPLANE_MODE_ON.

This CL updates the availability to behave properly when a
user other than the primary user is accessing it. This also
makes the api return no intent if they don't have permission to
access this because attempting to go to that screen will cause a
crash. Also updates tests related to this change.

- Add a ProgressiveDisclosureMixin that contains all logic for collapse
preference list when it's too long
- Refactored PreferenceController's updateState to take a preference
instead of PreferenceScreen, because with progressive disclosure the
preference can either be in screen or the mixin. DashboardFragment is
responsible finding the preference before passing it to controller.
