Zim	3d7118d636	Turn off transcoding notification by default ... To aid debugging, we included transcoding progress notifications. We don't intend to launch with the notifications on by default so turn it off now in preparation for Android S launch. Manish Singh	cbbe9da1ad	Introduce controller for transcode notifications ... This is to provider users with control over whether to show transcoding notifications or not. By default we show the notifications. The controller resides within the Media transcoding settings under Developer Options. BUG: 170973510 Test: manual. unit test added.
