Root cause:
AppsPreferenceController will query the recent app usages twice on
the main thread.
Solution:
Set flag to ensure only triggering refreshUi() once when entering
the Apps page.
Also correct the preference key of apps.xml since we don’t have
duplicated preferences now.

When clearing storage for a protected package,
ActivityManager throws a SecurityException.
This change catches the exception then shows a dialog
with the message "Couldn't clear storage for app".

Fix it by using ConstraintLayout to specify alignments
of each view and removing extra padding.

The flicker is from unnecessary visibility changes.

Prior to this cl, user can see a large space on app bar
while user is doing search on app bar.
In this cl, we enforce to collapse the tool bar in

Not showing apps that are targeting SDK < 31, because the change is not
enabled for them.
Now alarm manager service manages killing the process whenever the
permission gets revoked, so we don't need to do it here.
This also lets us kill the app on "Reset app preferences" if needed.
Adding the preference under "Advanced" in the app info page so it
appears for apps that have requested this permission.

The gist of the issue is that many apps have two UIDs associated
with them: a regular, "real" UID, e.g. 10123, and a shared group GID,
e.g. 50123, which is used for multiuser support.
Prior to this fix, the code in BatteryAppListPreferenceController,
would go over the list of all UidBatteryConsumers and would randomly
encounter either the "real" UID or the shared GID for each app first.
The UidBatteryConsumer for a shared GID does not have all of the
properties of the real UID, so some information, such as
time-in-foreground and time-in-background would be lost with
a high probability.
After this fix, we process "real" UIDs before shared GIDs ensuring
that time-in-* and other properties such as package names are obtained
for the real UID. When we later encounter a shared GID for the same app,
we just add the consumed power and time-in-* durations to the real UID's
BatteryEntry.

Move the somewhat expensive calculation of the "Unused apps" count to
the background thread
Initially, the "Unused apps" preference is unavailable. When the bg work
finishes and we see we have a non-zero number of unused apps, we display
the preference and update the summary text.

For dogfood, we want hibernation to target apps that target pre-S. This
was done on the PermissionController side but the toggle in Settings
did not visually reflect this policy, confusing dogfood/teamfood
participants.
This updates the default toggle position to consider whether the pre-S
flag is on and then default to the "on" position for apps targeting
pre-S if the flag was on for the device.

In the original design, we only set title description for
view holder, this is wrong. It causes talkback can't
speak subtext info.
Currently, we set the title content description in the title
view directly, so talkback can say the title and subtext now
when talkback focus on an app view.

In this cl, we migrate origin files/method from framework into settings app.
So, we can control layout and drawble without impacting other app.
And we only remove to set a tint color in app_permission_item.xml.
Currently, it won't tint color for dot now.
