When displaying VoIP account in Default voice account UI within
mobile network configuration, some null pointer checking need to
applied due to this is no longer a real account bind to SIM card.

The 1 minute send delay of the original log writer makes the dismissed
card list in SI is not up to date, which causes some dismissed card
reappears.

In multi-user Profile info dialog, set labelFor will set the editbox
which serves as the label of the iconview represented by this info for
accessibility purposes.
But since both of views have different purposes, we should not set label
for icon.

This does the following:
Simply opening Settings > Multiuser no longer
globally enables multiuser. The user would have
to actively toggle that switch to globally
enabled it.
