It seems these tests have been failing for a while (probably they were never passing in the first place; as the issue appears to be with the tests and not the prod code).
Are they not being run on pre and/or post-submit?

Safety Center expects a response to the broadcast in this case.
The Settings app should respond with explicitely no data to Safety
Center rather than not respond.

We want to show this page as long as active unlock is enabled. The
underlying check of isAvailable checks if the appropriate biometrics are
available and updates the title accordingly.

Change to use FingerprintSetting as base activity when use launch
"Fingerprint Unlock" from Settings -> Security. And then we can prevent
that necesssary pop-up activites become full-screen.
