Sleep options are not relevant any more. This CL removes them from the
settings code.

Reworked the way screensaver settings are laid out for O. Instead of
using the options menu and dialogs to navigate screensaver options,
there are now two rows: one row for the screensaver choice and
optionally its own settings, and one row for the "when to show" setting.
And now there's a nice obvious button you can press to preview your
choices.

Allow the user to select EAP-SIM methods as a second phase after
an outer PEAP authentication. This hides the "identity" and
"password" fields if one of these methods is selected.

The default long-press time has been changed from 500ms to 400ms by
b/30159825. so the values for the list of long-press timeout options
in Settings app should be changed.

Deleted a bunch of unused colors. Also deleted the FAB
since it's never actually used, The one xml location sets the visibility
to gone and it is never changed.

This provides a toggle for changing if the storage manager
is turned on or off and how many days of data to retain.
It is currently not hooked up to anything currently and only acts as
the view, pending b/28600825.

In ec323a0849, DISALLOW_USB_FILE_TRANSFER
turned off all USB options except for "Charge Only". This is too
aggressive. MIDI should be available when DISALLOW_USB_FILE_TRANSFER
is set.
Remove mUsbManager.isUsbDataUnlocked(). That data is available
by accessing the sticky broadcast.

The USB configuration screen under Developer Options hasn't been
updated for the new USB access control changes. Update it.
1) Ensure that the default in Development Settings is "Charger Only".
2) Changing USB mode in developer settings only changes the USB function.
It doesn't unlock any USB data.

Create a new UI for managing USB access control. This UI is implemented
as a transparent popup triggered by a persistent notification.
Delete the old UI for controlling this. It is no longer used.

Updates Settings to use the DayNight theme (real name TBD) and fixes

Almost all of our date formatting goes via icu these days, so this is
a no-op almost everywhere. (And should be a no-op everywhere soon.)
There's no obvious way to fix it, so remove it. UI guidelines say we
should use spelled out month names anyway.

Without this change we have the odd situation where LocalePicker goes out of
its way to avoid saying certain things but then -- as long as there's more than
one locale for a given language -- Settings would happily report the name we'd
been avoiding. (Either because it's too specific or because it's too sensitive.)
Also remove the unused bit-rotted duplicate of the blacklist; even if we needed
to access that list directly, we should use LocalePicker's copy.
