- When we initialize the preference screen, if the screen title is
available, use that to set the activity title, so that it will be up to
date with dynamic language changes.

This change adds a new action logging method on MetricsFeatureProvider
within Settings.
Uses the VisibilityLoggerMixin to calculate the elapsed time since
the fragment has been visible. Adds tagged data in
MetricsFeatureProvider#action() to store this elapsed time in
NOTIFICATION_SINCE_VISIBLE_MILLIS in MetricsEvents. Modifies the
LogWriter interface to accept variadic taggedData args in its action()
methods. Annotates the old subtype #action() methods as deprecated.
EventLogWriter also no longer casts the subtype values to strings before
sending them to MetricsLogger, so they are correctly stored as subtype
instead of package.

When switching to a secondary user, Settings will disable all extra
categories that aren't configured in SETTINGS_FOR_RESTRICTED.
As the result, Default apps settings disappear.
To fix this issue, AdvancedAppsActivity class of Default apps settings
should be added to SETTINGS_FOR_RESTRICTED.

The existing behavior is to bring up a dialog with Bluetooth device
details with checkboxes for each supported profile. This adds a new page
that serves the same purpose with a switch for each profile and a footer
containing the MAC address.
Whether to use the new page or old dialog is controlled by a flag
accessible via BluetoothFeatureProvider.

Secondary users could not see the support preference in the
settings home screen because it was missing from the list of
whitelisted activities. This CL adds the SupportDashboardActivity
to the list so that secondary users can see it.

Consolidated the many variants of ChooseLock*.createIntent, so that
it will take the same set of arguments.
Also modified SetupChooseLock*.createIntent to modifyIntentForSetup,
which will take the intent created by ChooseLock* and modify it for
use with setup.

Some unit tests in other packages want to override the mLifecycle member
with their own value. When the Lifecycle class moves into SettingsLib,
the classpath of ObservableDialogFragment and Lifecycle have to remain
consistent. This change allows dependent classes to remain agnostic to
Lifecycle's classpath.

- PackageManager.getPackageInfo() can return null. When trying to check
the app permission info, check for null package info and only process
the permission info when package info is available.
- Update usage of PackageManager.MATCH_UNINSTALLED_PACKAGES to
PackageManager.MATCH_ANY_USER, as the implementation for querying
packages for other users have been changed.
- Add PackageManager APIs used by AppStateAppOpsBridge to
IPackageManagerWrapper for test purpose.
- Change UserManager.get() to Context.getSystemService() to fix test
failure.
