Fix two reported issues regarding PSK-SAE transition mode:
1. When phone supports SAE, creating a manual saved network with PSK
and manually connecting would cause the phone to connect but Settings
does not display any connected AP. Phone would not autoconnect.
2. When phone doesn't support SAE, phone cannot connect to an AP in
PSK-SAE Transition mode because the framework always targets the highest
security.

If the first time battery saver warning was the one causing
a change in settings global the radio button picker doesn't update
the preferences correctly and would put the seekbar at the top. This
explicitly adds an order to the seekbar so that if it gets updated
for some reason it will show up at the end again.

The mapping of permissions and permission groups may be changed upon
mainline module update, so we cannot reliably read from the platform.
PermissionControllerManager is created for this purpose, so we use it
to prevent from the outdated mapping instead of mapping them manually.

Sometimes we get null sub info which causes a crash. This just
makes it so that if we see that we treat it as inactive since
there isn't really a world where an active null sub info makes
sense.
