Was using fake data for testing that we could attach
payloads. This is no longer needed since we are now
attaching real data.

Add Payload and Payload type columns to the settings
database. This includes extending preference controllers
to map their settings to UI components so that the
payload results can be consumed by a front end.

Context.getActivityToken is introduced since O.
To align with MR2 and avoid unnecessary merge conflict,
pass the activity token from activity to controller.

If permission review is enabled toggling bluetoth on or off
results in a user prompt to collect consent. This applies
only to legacy apps, i.e. ones that don't support runtime
permissions as they target SDK 22.

When rotating the device, the Activity of the target
Fragment become null. So NullPointerException occurs.
The dialog should check if the Activity is null
before calling onActivityResult().

1. Context.getActivityToken is not available in n mr2, passed the token
from the activity to the controller instead.
2. Haven't pick the tests from master to mr2 branch because robotest
is not set up in mr2 branch.
