- Top waste app is linux process not android process. Therefore
it doesn't contains application label. Fixed by return the process
name if packages label is empty.

Test: follow the steps:
1. adb shell settings put global battery_tip_constants test_low_battery_tip=true
2. Unplug usb. Go to Settings -> Battery, it should show an item
"Phone used more than usual"
3. Click "phone used more than usual" item, all the items should
have title and icon.

The uid is needed to distinguish the same app used
by different users(even work profile user). So
we need to store the correct uid in AppInfo and
use it across the settings app.

Many features are using the enhanced estimates but the copy for them
has gotten out of sync. This CL moves shared strings between Settings
and SysUI to SettingsLib and also updates features that use the
strings to have consistent behavior/text.

This DialogFragment handles all the tip related dialogs. This cl makes:
1. All the tips parcelable.
2. Add dialog for HighUsageTip. It also need adapter to populate app
list in dialog.
