Add a new title string for biometrics settings page title.

This tile will eventually link to GmsCore. It only shows up for non-work
profile face & fingerprint pages. Its visibility depends on both whether
the corresponding GmsCore component is enabled, as well as the feature
flag.

Updates the preference toggles shown on the combined biometric settings
screen to indicate which types of biometric sensor (e.g. face and/or
fingerprint) each setting applies to. This is done by checking the
maximum registered strength for each type of sensor.

- Standardize capitalization of "Face Unlock"
- Use latest versions of traffic light face enroll strings
- Use latest versions of combined biometrics settings strings
- Set SUW description strings programmatically instead of in XML

time, so we added a new page for multiple biometrics to control
biometrics settings.
