NetworkScoreManager is being removed from WifiTrackerLib classes since
it was used for network scoring, which is being removed from the
Wifi picker UI. Remove the NetworkScoreManager argument from the
WifiTrackerLib constructors.

WifiTrackerLib should be removed from SettingsLib to avoid tying it to
SettingsLib's min_sdk_version. Modules that need WifiTrackerLib should
now explicitly add it as a static_lib.

PreferenceGroup in a controller is not in a RecyclerView,
TalkBack loses focus after PreferenceGroup#removeAll.
To fix it, only add/remove the preference if it's necessary.

This reverts commit 08f2a58459.
Reason for revert: design changed, we decide to take the user to
the entry after clicking on a search result.
It's opposite with what we did, so we revert related CL first.

There are still many methods not implemented in WifiEntry. This change has below workarounds:
1. Add WifiEntryShell to provide dummy WifiEntry methods.
2. Add @Ignore to WifiDetailPreferenceController2Test.
Must remove these workarounds after we have more constructed WifiEntry methods.
