a528f1e382 Fix b/273175976: Screen time counts the time before full charge. 
Use the raw start timestamp instead of the first timestamp in the level
map to query app usage time.

846d1d26f4 Get profile parent's context in case of work profile 
In the headless system user mode a non-system user can also have
a work profile.
Refactor DatabaseUtils to get the profile parent's context when
the user is a work profile.

7fad47a8d7 Update battery usage app list filter logic: 
(1) Add app screen on time thrshold 100 ms.
(2) Change app battery comsuption threshold from 0.1 mA to 1 mA.
Apps meet one of above conditions will be shown.

2747dc6e8c Implement OP_SYSTEM_EXEMPT_FROM_POWER_RESTRICTIONS exemption 
OP_SYSTEM_EXEMPT_FROM_POWER_RESTRICTIONS details:
* An app with this appop will be made exempt from all
  power restrictions, including app standby and doze.
* In addition, the app will be able to start fgs from
  the bg, and the user will not be able to stop fgs
  run by the app.

Changes:
* Implement the OP_SYSTEM_EXEMPT_FROM_POWER_RESTRICTIONS

Manual testing:
- Give OP_SYSTEM_EXEMPT_FROM_POWER_RESTRICTIONS appop to TestDPC app
- Verify the app can start fg services from the bg
- Verify fgs started by the app cannot be stopped
- Verify the app cannot be put into background restricted via Settings

4a1f04e70d Remove legacy useless BatteryTip cache mechanism 
Remove the legacy BatteryTip list cache mechanism to avoid not using the
new re-create BatteryTip list, but only update its state and invoke
updatePreference(). We should use the new BatteryTip list to apply the
new detected results.

d4aa8d764d [Battery Usage] Make the timestamp slot info text format localizable. 
(1) Some languages could localize the hephen to "~" or "to".
(2) Both 12hr format and 24hr format will have spaces around the hyphen.
