Add a getter for Slice type for BasePreferenceController.
This facilitates the generation of all possible Slices for Settings
search and discovery for AGSA.

- If a <preference> tag also defines a controller, we will try to
instantiate it before displaying the UI. The same logic is shared by
BaseSearchIndexProvider so it also drives search suppression.
- If user also defines a list of controllers programatically, the
programatically created ones takes precedence.

Autobrightness preference controller was accidentally removed from
display_settings.xml. Given that no tests were broken and this would
be a disaster for phone buddy & inline actions, I have added another
test which keeps a list of valid controllers that should exist in xml.
When more inline controllers types are added, they will be included
in this test.

This new settings will be accessed through Apps -> Special Apps and it will let
users change the status of granted (or denied) Scoped Access Permissions.
This initial CL implements the landing activity that shows all packages and an
initial version of the detailed activity for a specific page, althouth the
detailed activity is not ready yet.

Adds a SearchIndexProvider into NightDisplaySettings
to index night_display_settings.xml. It will show
up in search as long as ColorDisplayController
is available.
Also, supress the search result for Night Display
under Display settings in favor of the actual toggle.

NotificationSettingBase's getPreferenceController call
is recursive with no base case which crashes search.
Root cause here is that NotificationSettingsBase should
not be indexed for seacrh but was probably failing the
code inspection test. Added NotificationSettingsBase
child classes to grandfather list of classes that
should be ignored for search.

Migrates Notification settings (app level, group level, and channel
level) into PreferenceControllers (and most importantly:
PreferenceControllerTest)
Note: this removes the 'Advanced' preference group, but does
not yet use the standard system 'Advanced' grouping as it does
not currently support our use case (where we don't know how many
fields to show outside of 'Advanced' until onResume() and also
where we need fields to show below the 'Advanced' group).
