- Make the entire gesture setting page unsearchable. This is safe
because each row in gesture setting page lead to a child page, we are
only removing duplicates.
- Make the pref controller for System -> gesture return
AVILABLE_UNSEARCHABLE so it's also suppressed.
- Suppres the parent page for adaptive brightness.

APP_STANDBY_ENABLED is controlled by server side to do experiment.
Before this CL, Adaptive Battery is hooked up to this flag, so
even though if user turns it off, it may be turned on by server.
Add a high level ADAPTIVE_BATTERY_MANAGEMENT_ENABLED to control
the feature in settings UI side.

Filter out the restricted apps that not belong to the correct user, in
this way secondary user cannot see what apps been restricted by primary
user.

Show different summary based on whether it is on and there is restricted
apps.
Also move method to get restricted app list to BatteryTipUtils since it
is used in 2 places.
