- update for the preview image is done only in onStart()/Stop().
Move the handling to onPause()/onResume() instead so that visibility
updates will also be done when switching between pages.

This CL adds logging to areas which are possible suspects for
the slowdown some people have been reporting in the
PowerUsageAdvanced screen. It times the time it takes for various
battery stats methods as well as the time it takes to draw things.

When determining whether to tint the tile icon, first check whether the
tintable metadata set for the tile. If no metadata set, will then follow
the default logic that tint the tile icon if it is not coming from the
Settings package.

Settings app crashes when only decimal point (".") is set to
data usage warning because it is not a valid number.
To fix this issue, the decimal point should be converted to 0.
