- Currently per app language use opt-out by default. This change is to
add a new idea to have a way to change opt-out to opt-in, and let
user be able to use LocaleConfig.xml to control the feature more
precise.
- If app does not support locale picker or there is no locale provided, remove entries' UI.

Some pages that extend ManageApplications always display a loading
spinner when entering them. This is caused by that it takes over
100 ms to load all apps and to sort the apps. In addition, the task of
loading all apps might be invoked twice, which caused loading time
increasing.
This CL is to make sure the task of loading all apps execute only once
in those pages that extend ManageApplications.

The bottom list flashes because it takes some time to create a
DomainAppPreference, where each perference takes around 6ms to load an
icon. When there are, that say, 30 apps installed, then it will take
around 180ms to be ready, which introduces the flashing issue.
In order to tackle icon loading, this CL applies the icon cache
mechanism to speed up the loading time.

The loading spinner in the page is displayed by default, regardless of
whether or not how many apps are in the page. This change is trying to
remove the loading spinner from the page since this page doesn't have
many apps in it.

This notification is an introduction to new notification permission changes in T and is shown to the user upon upgrade; this change records that the user has seen/interacted with the notification already so we don't have to keep showing it.
This change essentially makes a copy of the existing functionality of NotificationAppListActivity, but meant only for access internally (so that neither the activity nor the associated action is exported/publicly accessible).

Devices that launched with Android 10 or later require FBE (File Based
Encryption) from the beginning, so there's no need to support converting
to FBE after the fact anymore. This was only ever a developer option,
so it probably wasn't used much. And in any case, it's not used
anymore, as isConvertibleToFBE() is hard-coded to return false. Besides
the fact that FBE has been required for several releases now, this
functionality was only ever available on devices that use FDE (Full Disk
Encryption), but FDE support has been removed from Android.
Therefore, remove this unused code.
