efa2a71b7e Remove the deprecated carrier config 
Change the VoLTE slice behavior to align with VoLTE setting UI entry(Enhanced4gBasePreferenceController) and remove KEY_ENHANCED_4G_LTE_TITLE_VARIANT_BOOL carrirt conifg.

a1355d5b57 [Settings] Performance tuning for intent ACTION_ENHANCED_4G_LTE_CHANGED 
Adjust the ordering of accessing to avoid the rule checks

00f42fb6fc [Settings] replace isNonTtyOrTtyOnVolteEnabled() in VoLTE 
1. Code refactor
2. Replace ImsManager#isNonTtyOrTtyOnVolteEnabled() by combination of
   TelecomManager#getCurrentTtyMode() and
   ImsMmTelManager#isTtyOverVolteEnabled()
