When device is in page-agnostic mode, it would be OEM unlocked and
filesystem will be different than production. Don't allow to turn
off developer options in that state.

When device enters page-agnostic mode using 16KB developer
options, show notification to user using boot receiver and service.
On clicked on notification, show detailed instructions on how to
get back to production mode. Removing OEM carrier unlock allowed
condition.

When 16K OTA is applied, this info would need to be published
to a SystemUpdateManager so that we don't clobber the updates with
other pending updates. Similarly, Fetch the pending update info from
SystemUpdateManager before applying update.

- It can improve performance because we use less injected item
- Also use RestrictedPreference instead just checking restrictions,
so we follow policy transparency.
Note: Renamed DevelopmentSettingsDashboardActivity to
DevelopmentSettingsActivity,
because DevelopmentSettingsDashboardActivity could in disabled state
even after Settings upgrades, use a new name to prevent this issue.
