This was previously added in I875fa6d112db23273026dbc39b5d32748d7e99f1 to match boot animation orientation. But the first system orientation after boot is no longer influenced by FallbackHome and instead is influenced by the default rotation in DisplayRotation#readDefaultDisplayRotation so it should be safe to remove this restriction.
On the other side, if we keep this restriction it can lead to orientation flickering on devices that have ignoreOrientationRequest enabled since "nosensor" is respected on them unlike other orientations so it's possible that FallbackHome and launcher orientations won't match.

KeyguardQuickAffordanceProvider has started to be used for more than
just lock screen shortcuts. This collection of CLs updates its name,
authority, and table schema to become more generically about "system UI
customization".

An attacker can launch FallbackHome of the Settings app
to reset unlock time. This would prevent the device from
sleeping because it runs the following code:
PowerManager#userActivity().
However, running PowerManager.userActivity() requires
android.permission.DEVICE_POWER or android.permission.USER_ACTIVITY.
So, let's add a permission to guard this activity.
Test: Rebuilt a rom and see no side effect.

Define new meta-data option for development tiles that can be used to
specify a sysprop flag.
If this meta-data is present, the value will be used as the flag name
that has to be enabled for the preference to show up.

The Settings home activity was initially launched in full-screen size,
and then resized in order to be displayed with another placeholder
activity size-by-side.
After ag/18668447, the smallest screen width dp configuration of the
activity was changed to half of the screen size (vs. the fullscreen
size) while embedding.
Therefore, the system updates the configuration changes using
CONFIG_SMALLEST_SCREEN_SIZE, which the Settings home activities didn't
declared. This makes Settings show the full-screen home layout in
dual-pane mode.

From Android 11, apps need the permission QUERY_ALL_PACKAGES
to probe existence of arbitrary installed packages.
However, an Activity which declares android:scheme="package
in intent-filter may be vulnerable and attacker app can
use it to probe installed packages.
This change add permission QUERY_ALL_PACKAGES to protect
vulnerable Activity.

This notification is an introduction to new notification permission changes in T and is shown to the user upon upgrade; this change records that the user has seen/interacted with the notification already so we don't have to keep showing it.
This change essentially makes a copy of the existing functionality of NotificationAppListActivity, but meant only for access internally (so that neither the activity nor the associated action is exported/publicly accessible).

Since the deep link mechanism uses a trampoline activity to redirect the
target activity, and the targeting activity is launched in a separate
task, there will be two transitions played, where one is the splash
screen with the trampoline acitvity and another one is the task
transition. This makes the UX weird.
To avoid this, this CL tries to make the targeting activity launch in
the same task as the trampoline acitivity by removing the taskAffinity,
so there won't be a task transition.

A popup dialog is designed to sit on top of an single instance activity.
Although activity might #finish(), but will be restarted due to staying
in the recent history.
Remove it from recent history may allow end user not seeing that UI.
