When clicking modify menu option in detiails page, modification on
metered or privacy preferences in the WifiDialog does not effect
back to details page but only changing internal data of WifiDialog.

WifiConfiguration is only available when saved network. So ephemeral
newtork could not have wifi config to config wifi setting. In this
situation, making option be not selectable.

There is different Wi-Fi security support between ZXing's Wi-Fi QR code
format and Wi-Fi DPP QR code format.
ZXing's Wi-Fi QR code format: supports WEP / WPA / none security
Wi-Fi DPP: supports WPA / SAE
So we will have different UI behavior for different security.
WEP & none security: only support QR code generator
WPA: supports both QR code generator & scanner
SAE: only supports QR code scanner
others: don't support. The share button is invisible

Adds pencil icon to Wifi Detail action bar to modify the network.
Modifies package/public visibility to allow the detail package to
use the WifiDialog. Listens for changes in WifiConfigurations to
propagate changes to the UI in WifiNetworkDetailsFragment.
Changes WifiNetworkDetail preference launch to conform to pattern
of other Settings apps. Removes unused WifiDetailActionBarObserver.
