This CL adds ticks to seekbar to make it increase by 5% or multiple of
it.

- Update preference key to match the key defined in SettingsSlicesContract
- Model TwoStateButtonPreference similar to TwoStatePreference (add
setChecked, isChecked method)
- Remove TwoStateButtonPreferenceController entirely because all methods
are moved into Preference directly for better encapsulation.
- Make BatterySaverButtonPrefController direclty implement
TogglePreferenceController. It was not possible before because the
interface between TwoStateButtonPreferene is too different from
TwoStatePreference.

This cl updates the strings in several battery
settings pages and dialogs, also add footers
for battery manager page and restrict app page.
Update the strings in battery settings except:
1. Summary for smart battery toggle
2. "Full charge lasts"
3. Restrict dialog
4. App info page

Autobrightness preference controller was accidentally removed from
display_settings.xml. Given that no tests were broken and this would
be a disaster for phone buddy & inline actions, I have added another
test which keeps a list of valid controllers that should exist in xml.
When more inline controllers types are added, they will be included
in this test.

This reverts commit c1e9f8787f.
Reason for revert: There is an issue when dropdown menu text has a '%' sign in it.
Despite testing it on my own devices, the bug did not show up immediately.
Instead of continuing down this path for OC, we'll just revert
this patch, and then as an ugly, band-aid solution, check the
summary text for the "%s" substring, and hide it when found.
In O-DR onward, we'll look for a more permanent solution.

New battery saver settings page, accessed via
the power usage settings overflow menu.
The settings page has a master switch to toggle
battery saver mode, feature disclosure text,
and a preference to configure the automatic
trigger level.
Remove developer checkbox now that this option
has a real home.
