[Root Cause]
Due to call by reference for Object, we pass the StaticIpConfiguration
to method. But in method we new the staticIpConfiguration builder
and re-assign builder to parameter, it will release when the method is ended.
The value in Builder will not be set to global variable.
[Solution]
Assign the value in StaticIpConfiguration builder to global variable
directly.

the connectedLegacyVpn may already exist within the VpnProfiles. Because
the stub profile generated from the LegacyVpnInfo does not contain type
information, overriding whether the VPN is insecure using this
information will provide an incomplete picture.

Sends fake data into SettingsIntelligence if there is no data in the
battery consumption list, otherwise we don't have battery level data to
draw into the chart graph. We should draw the battery levels if it is
full-charged without any BatteryEntry data.

Show different titles and description messages when

* adding a new lock versus updating existing lock

It get the empty subscriptionInfoList from
SubscriptionManager#getAccessibleSubscriptionInfoList, so the UI
shows default subId's operator.
Since this item appears, when sim is active, using
getActiveSubscriptionInfoList is enough.

Calling AlarmManager to know the state of the permission, which is now
the source of truth, as the logic deciding the state of the permission
may change.
Also killing the app when the permission changes to denied, this avoids
the app maintaining stale state about this permission.
