This change adds a new top-level setting, of which the availability is
controlled by a build time config value. It also registers the new
communal category so that prebuilt packages can inject preferences into
it.

The user can end up in a state where the Channel of a Conversation is
blocked (has an importance of 0).
Currently there was no way to unblock it, because we didn't allow it from
the Settings. Therefore now the option to block/unblock is added to the
Conversation Settings page.

Dreams and docking often refers to "user zero" or "system user".
But more generally, the special user for dreams or switching-to-on-docking
need not be user 0, and in fact won't be in certain modes. So this needs updating.

Creates new setting on SFPS to require screen on before unlocking a
device. Also sets up toggles for this setting at the end of fingerprint
enrollment and on the fingerprint settings page, and adds tests to
verify expected behavior.

Separate notification and ring controllers based on the ring/volume
stream alias boolean in config.xml.
For both ring and volume controller: Not show vibrate icon when vibration is not supported on device. Show
silent icon instead.
Known issue: Add the notification volume slider only in Settings, and
not in VolumePanelDialog. When the alias is set to false and the streams
separated, the ring volume slider in VolumePanelDialog keeps its title
of "Ring & notification volume" instead of changing to "Ring volume".

The following changes has been made:
- The on/off toggle for Assistant now becomes two radio selectors ("Power Menu" and "Digital Assistant"). This is to make things clearer that Press & hold power button can be configured to power menu.
- The corresponding power menu animation will be shown when "Power Menu" is selected.
- The Assistant specific sensitivity settings and the foot notes are hidden when "Power Menu" is selected.
- Some minor wording updates according to the requests from Assistant / Settings UXW.

Currently under `Settings > System > Languages & input > Speech` there
is a `Voice input` entry with a cog which starts the SSBG model manager
settings activity. Under the same preference group another entry
labeled `On-device recognition` is added which would open a similar
model manager settings activity, but for the on-device recognizer. That
settings activity is yet to be implemented.
The new entry should appear only under the following conditions:
- An on-device speech recognition service must be available in the
system.
- A speech recognition service with a proper settings activity
meta-data must exist in the same package as the default on-device
speech recognition service.
