The resources available to tests are now exactly the merged resources
located in the APK under test.

Created a new constructor that detects if intent is actionable and set a
flag in LinkInfo.
In fragments, first check if linkInfo is actionable, if not, don't do
anything with it.

Previously everything lived in an inner class method of
SettingsRobolectricTestRunner. That method has now been turned into
a static method so that it can be called by other runners.

The implementations have been imported into SettingsLib. Setting's copy
can now be removed, which this change also does.
Test: Manually check battery status, which uses FooterMixin, looks OK.

The custom test runner lets us use resources from
multiple projects which resolves many ResourceNotFound
errors that would come up when people who made changes
wrote tests.

- Converted VisibilityLoggerMixin into a LifecyclerObservable so we
don't have to call logger.onResume/onPause manually in most fragments.
- Observable will be useful when we provide logics across all
fragment/activity, eg log lifecycle event latencies.
- Also added new tests for lifecycle component.
