[Wi-Fi] Remove the files which use SettingsLib Wi-Fi objects

This change removes

AddDevicePreferenceController
WifiDetailPreferenceController
WifiMeteredPreferenceController
WifiNetworkDetailsFragment
WifiPrivacyPreferenceController

Test: make RunSettingsRoboTests -j ROBOTEST_FILTER=com.android.settings.wifi
