Implement Tooltips widget for QS panel

- Show the illustration and QS tile label text
- Dynamic update popup window width by content
- Support the auto close timer API

Test: make RunSettingsRoboTests ROBOTEST_FILTER=AccessibilityQuickSettingsTooltipWindowTest
