[Wi-Fi] Support WifiTrackerLib in WifiDialogActivity

After this change, WifiDialogactivity supports both WifiTrackerLib and
SettingsLib because this is an exported UI component, some other APPs
(e.g., SetupWizard) still use SettingsLib.
