Create RestrictedDashboardFragment.
RestrictedDashboardFragment has all the same logic coming from RestrcitedSettingsFragment but extends from DashboardFragment. As a result, we could use preferenceController in child class of RestrictedDashboardFragment. This cl also make DeviceListPreferenceFragment as child of RestrictedDashboardFragment, which enfluences the bluetooth page.
