Migrate UnrestrictedDataAccess to DashboardFragment

- UnrestrictedDataAccessPreferenceController

Test: make RunSettingsRoboTests -j ROBOTEST_FILTER=com.android.settings.datausage
      make RunSettingsRoboTests -j ROBOTEST_FILTER=CodeInspectionTest
      atest UniquePreferenceTest
