Add a new field elapsed_time_millis into Settings' atom

- Add a new field elapsed_time_millis to keep the elapsed time
  since setup wizard finished.

Fixes: 260660970
Test: make RunSettingsRoboTests -j ROBOTEST_FILTER=com.android.settings.core
