Create BluetoothSwitchPreference

In the new design, bluetooth preference is not MasterSwitchPreference
any more. This cl creates BluetoothSwitchPreference while reuse the
BluetoothEnabler.

Future cl will remove the BluetoothMasterSwitchPreference when P
feature is finalized.
