[Settings] Code refactor for Wifi calling IMS API

Replacing logics of
ImsManager#isWfcEnabledByPlatform() &
MobileNetworkUtils#isWfcProvisionedOnDevice()
into WifiCallingQueryImsState#isWifiCallingProvisioned().

Bug: 140542283
Test: m RunSettingsRoboTests -j ROBOTEST_FILTER=WifiCallingSliceHelperTest
