Moves ZenModeBypassingAppsSettings into modes dir

Copies these files into modes dir, so we can continue to deprecate the
old zen directory

Test: flash+test, atest ZenModeAllBypassingAppsPreferenceControllerTest,
atestZenModeAddBypassingAppsPreferenceControllerTest
