[Settings] replace isNonTtyOrTtyOnVolteEnabled() and isWfcEnabledByUser() in WFC

1. Code refactor
2. Replace ImsManager#isNonTtyOrTtyOnVolteEnabled() by combination of
   TelecomManager#getCurrentTtyMode() and
   ImsMmTelManager#isTtyOverVolteEnabled()
3. Replace ImsManager#isWfcEnabledByUser() by
ImsMmTelManager#isVoWiFiSettingEnabled()
